Can anyone help me with this?

I keep hearing this saying in several different places and wonder where it came from and what the meaning behind it is. "the devil makes hair" or the "devil makes hare". Not entirely sure.

The closest I can find anything is this:

"Let the devil catch you but by a single hair, and you are his forever."

Can anyone help me out on the backgroud of this saying? It's not life or death but it is bugging me to figure it out.
